Palaneita hihoja

Vía Paul Krugman, William Buiter on harvinaisen tympääntynyt päättäjiin ja erityisesti EKP:n. Ei ainoastaan viihdyttävää, vaan myös osuvaa:

...the task of the monetary authorities in the US, the Eurozone and the UK is really rather easy: set the official policy rate at zero and engage in large-scale quantitative and qualitative easing.

The Fed is doing this. The UK and the Eurozone are behind the curve...

At the ECB, a special branch of voodoo monetary theory has been developed that sees insurmountable problems and dangers associated with getting the official policy rate below some value that is well above the zero floor set by the zero nominal interest on currency. The exact location of this mysterious liquidity trap lower bound has never been revealed, but on the basis of the stammering, incoherent and incomprenhensible statements in this regard from Jean-Claude Trichet, Jurgen Stark, Gertrude Tumpel-Gugerell, Lorenzo Bini-Smaghi and Ives Mersch (to name but a few), it appears to be migrating south slowly from around 2.00 percent.

The ECB’s blabbering about a possible liquidity trap above a zero percent nominal interest rate is complete and utter nonsense... There are no conceptual or operational problems operating monetary policy with a zero official policy rate. Even at the Bank of England there are some operational types who argue that they cannot conduct overnight operations with Bank Rate at zero. What they mean to say is that they cannot continue to implement overnight operations with their arcane, unwieldy and unnecessary existing management procedures... If the Bank of England’s staff cannot do it, I volunteer to do it for them, against a small fee...

There are no obstacles to quantitative easing by the ECB/Eurosystem to be found in the Treaties...

The question as to how much of each government’s debt instruments to buy is something it should not take longer than 5 minutes to decide. The obvious solution is to first decide how much in toto to buy and then to determine the shares of the debt instruments of each of the 16 national governments in the Eurozone, by setting these equal to their (normalised) shares in the capital of the ECB. Whether these shares should refer to market value or notional/face value can be decided by the flip of a coin...

We can go down in history as the generation that created the Great Depression of the Noughties. Just keep on beating the protectionist drums. Keep on the footdragging that prevents effective qualitative and quantitative monetary policy easing in the Eurozone and the UK. And go ahead with unsustainable fiscal stimuli in the US, the UK and elsewhere that will spook markets, push up long-term interest rates and raise the spectre of sovereign default by countries not belonging to the group of usual suspects. Yes we can! I hope we won’t.

Minusta väitteet EKP:n "pelkuruudesta" ovat vähän typeriä ja kummallisia. Trichet'n perustelut olivat minusta solideja. Raha ei liiku juuri paremmin nollan, kuin vähän nollan yläpuolella olevan, koron kanssa.

EKP:n johtajan velvollisuus on peruskirjan mukaan pitää huoli siitä, että inflaatio on nollan ja kahden prosentin välillä. Euroalueella ei ole deflaatiopaineita, toisin kuin USA:ssa.

Koko talouskriisin syynä on ollut liian löysä raha. Minusta on jotenkin hämmentävää, kun yksi toisensa jälkeen löysää rahaa aikanaan haukkuneet ja kriisiä ennakoineet talousgurut vaativat asian korjaamiseksi suorastaan ilmaista rahaa.

Koron laskeminen nollaan ei auta, jos pankit eivät lainaa rahaa eteenpäin (=likviditeettiansa). USA:ssa ei näytä tapahtuvan näin. Nollakorko houkuttelee vain kasvattamaan rahareservejä ja parantelemaan taseita, nollasta poikkeavalla korolla sentään rahan päällä istuminen tuottaa nimellistä tappiota.

Oma veikkaukseni (voin tietenkin olla väärässä) on, että jos EKP pitää kiinni positiivisen koron politiikastaan, niin parin vuoden päästä Trichet'iä pidetään sankarina.

Näköjään tätäkin joku lukee...

TM, EKP on kovin jäykkä verrattuna FEDiin tai BoE:n, se onko tämä hyve on sitten toinen juttu. Jos tulevaisuus näyttää, että Fed ja BoE ampuivat yli koronlaskuissa, niin sitten Trichet on sankari, jos ei niin toisinpäin, emme tiedä vielä.

Lähestyisin asiaa niin päin, että löysä raha on kuitenkin pienempi paha kuin deflaatio. Tiedämme kuinka inflaatio saadaan tarvittaessa kuriin, deflaatiosta on paljon vähemmän kokemusta, enkä nyt haluaisi sitä hankkia. Deflaatioriski myös euroalueella on todellinen, ja se tulee välttää vaikka yliampumalla.

Positiivinen nimelliskorko auttaa lähinnä siihen, että raha on pankissa eikä sukan varressa. Jälkimmäisen riski Euroopassa vuonna 2008 on teoreettinen, ja jos pankki ei lainaa eteenpäin, niin tämä on joka tapauksessa yhdentekevää.

Euroalueella on myös yksi iso ero Yhdysvaltoihin (en tiedä briteistä), johtuen osittain asuntolainojen arvopaperistamisesta (mikä on yksi kriisin syitä) Yhdysvalloisssa asuntolainoilla on yleensä kiinteä pitkä korko, Euroopassa taas ne on useimmiten sidottu lyhyisiin koroihin. Tämän takia nollan ja kahden prosentin ero on isompi nimenomaan kuluttajien kannalta.

Olen vähän eri mieltä, ja niin ovat minusta Roubini ja muut kriisistä varoittaneetkin, löysä rahakin on seuraus. Roubini oli vielä reilu vuosi sitten minulle tuttu lähinnä vaihtotaseien epätasapainosta varoittajana.
